Elections on 11 June 2023 – it is time to have new ideas for the municipality of Bettembourg

11 JUNE 2023 – NEW IDEAS FOR BETTEMBOURG

Dear citizens,

This year, we are standing as the leading candidates of the Socialist Party (LSAP) in Bettembourg with a strong and committed team for the elections on 11 June 2023. We can count on young and competent, friendly and experienced candidates who can promise NEW IDEAS FOR THE COMMUNE OF BETTEMBOURG.

In our municipality, a lot of infrastructure work has been done in recent years, but it is not enough. IT IS TIME TO fill our municipality with togetherness.

We saw during the floods of 2021 how climate change is felt in our daily lives. IT IS TIME TO take a firm stand against climate change and its consequences.

We have seen with the Covid-19 crisis and now with the conflict in Ukraine how quickly shortages can occur. IT IS TIME TO become more resilient as a community.

Every day we see the increase in traffic chaos in our municipality. IT IS TIME TO reinvent our mobility.

Our young people and families are finding it increasingly difficult to find housing in our municipality. IT IS TIME TO create more affordable housing.

Our city centre looks more and more like a commercial desert where social contacts are gradually being lost. IT IS TIME TO make our city centre more liveable.

Our children are finding it increasingly difficult to find their bearings in a school system that is no longer adapted to our times. IT IS TIME TO abolish inequalities in our schools.

The passing traffic in our municipality puts the safety of our children at stake. IT IS TIME TO improve safety on the way to school.

Our municipality faces many challenges and our residents should have access to more citizen participation to define our future together. IT IS TIME TO have a socially strong municipality.

There are not enough public crèches in our municipality. IT IS TIME TO have better care for our children.

The debt of our municipality has increased considerably in recent years and will continue to do so because of ongoing projects. IT IS TIME TO adopt a responsible, healthy and sustainable budget policy.

These are just few of the ideas we have to make the municipality of Bettembourg a better place to live, while tackling the challenges we face. You will find all the details in our full programme below.

  1. LIVING IN OUR MUNICIPALITY

For the LSAP, a modern municipality must ensure that sufficient affordable housing is created without compromising the quality of life and avoiding the concreting of green spaces.

We will create a municipal housing agency that will build and manage affordable housing in our municipality.

We will extend the general development plan to higher ground and where there is still potential.

We will tackle the issue of “Baulücken” undeveloped land.

We will regularly renew, in agreement with the residents, the streets and neighbourhoods that need it most.

We will facilitate new forms of alternative housing such as Tiny Houses, nature houses, housing communities and intergenerational houses.

We will adapt building regulations to facilitate the creation of new housing in existing buildings.

We will simplify the procedures for the installation of renewable energy.

We will substantially increase subsidies for sustainable construction and renovation.

We will create student accommodation close to public transport.

We will introduce a quality label for the “chambres à café”.

We will simplify procedures and shorten the time it takes to obtain building permits.

We will substantially reduce the risk of flooding by renaturing our rivers and streams.

We will establish an emergency plan to provide rapid assistance to our residents in the event of a crisis or natural disaster.

  1. GETTING AROUND OUR MUNICIPALITY

To get around traffic jams, we can rethink our mobility.

We will build a car park at the station with reserved spaces for our residents, without creating additional traffic.

We will optimise traffic management in Bettembourg.

We will ensure that traffic is kept quiet in residential areas and at the entrances to our localities.

We will build a new underground passage under the Rue de la Gare.

We will expand the Pedibus walking routes to accompany children safely to school on foot.

We will create safe, family-friendly cycle paths.

We will develop and expand the Velo’k network and introduce a distance reward system.

We will install charging and service stations for all bicycles as well as charging stations for electric bikes.We will expand carsharing in the municipality.

We will install sufficient charging points for electric cars in the municipality.

We will enlarge the car park near the sports hall.

We will expand the “Residential Parking” system for our residents.

We will develop a concept for long-term parking and vans.

We will set up a public transport service with reservations via a mobile application.

We will ensure better coordination of the work sites.

We will work on the construction of a rail stopwith a P&R in the Wolser industrial area.

We will provide a solution for the level crossing in Noertzange.

  1. TO FILL OUR MUNICIPALITY WITH TOGETHERNESS

A lively municipality needs an optimal infrastructure in each locality in order to offer a wide range of activities and events and to promote social interaction.  

We will create a new city centre protected from road traffic, with the castle park with its new market place as the main attraction.

We will build a park café with a light design.

We will renaturalise the Diddelenger Baach stream and create a beautiful walkway along the watercourse.

We will also upgrade the Jacquinot Park with its kiosk.

We will build a multifunctional event hall for indoor sports.

In the future Maison des Associations in the new city centre, our associations will have access to an equipped secretariat with offices, archives and storage space.

We will give our citizens the opportunity to realise their ideas for the community through a participatory budget.

We will create a medical centre in the new city centre where new doctors can settle.

We will increase leisure, cultural and sports opportunities for all ages.

We will set up studios for artists and develop a diverse cultural programme.

We will support the creation of neighbourhood committees and provide community facilities for them.

We will again organise a festival of cultures and migrations.

We will ensure that a cinema is maintained in the municipality.

We will make life easier for people with reduced mobility by introducing the concept of design for all.

We will create picnic and barbecue areas throughout the municipality.

We will create a dog play area.

Our municipality will become a hotspot for the social and solidarity economy, the circular economy and crafts.

We will promote fair, sustainable and socially innovative businesses in our city centre.

We will introduce a local digital currency in collaboration with our companies and associations.

We will provide commercial space for local and socially responsible businesses.

We will offer coworking spaces for employees and students.

We will develop the CIGL service offer.

We will create a permanent “Repaircafé” in collaboration with the CIGL.

We will invest in a recycling centre with repair and upcycling workshops and create jobs and apprenticeships.

We will create a tool sharing service for our residents.

We will create food-sharing facilities to reduce food waste.

We will build an intergenerational house in the new city centre where dialogue and exchange between young and old will be encouraged.

We will offer intergenerational coaching “Seniors support the youth” and “Youth support the seniors”.

We will make a participatory budget available for “intergenerational projects”.

We will organise leisure activities (gardening, crafts) for all generations.

We will intensify our involvement in the NGO “Beetebuerg Hëlleft”.

We will, in accordance with the needs expressed provide additional play areas for children and adults and modernize the existing areas.

We will increase the number of petanque courts.

We will increase security in our municipality.

We will ensure clear signage and better lighting on school routes.

We will create more Pedibus walking routes with defined stops on the way to school.

We will hire officers to help children cross the street safely.

We will create parent drop-off zones around schools.

We will identify security risks and provide appropriate solutions.

We will ease traffic in residential areas.

We will modernise our police regulations.

  1. PROTECTING NATURE TO BETTER PROTECT OURSELVES

All of us must have equal access to intact nature. To achieve this, we must ensure the preservation of species diversity and guarantee responsible management of our resources to ensure a better future for our future generations. 

Our municipality will become energy independent by 2040 while moving away from fossil fuels – in addition to photovoltaics, other renewable energy sources will also be exploited to reduce our carbon footprint in the long term.

We will create an energy community to ensure stable price supplies for all households in the long term.

We will massively install photovoltaic panels on car parks, municipal buildings, industrial buildings and private houses that wish to participate.

We will rely on all sources of renewable energy, such as wind, hydro, geothermal, heat recovery and Canadian wells.

We will encourage the creation of energy cooperatives and support agrophotovoltaic installations.

We are committed to the energy renovation of all municipal buildings.

We will improve and simplify energy advice for our residents and businesses.

We will increase subsidies for energy efficiency measures.

To achieve our goal of energy independence, we will work with the private sector.

Our municipality will be self-sufficient in food production by 2040.

We want to be less dependent on long and expensive supply chains by producing local and healthy food.

We will seek collaboration with our farmers.

We will create a communal and solidarity-based agricultural cooperative.

We will encourage organic farming, permaculture and forest gardens to increase productivity.

We will provide community and allotment gardens for our residents.

We will subsidise the use of rainwater for residents and farmers.

We will use rainwater for irrigation of green areas.

Our canteens will be supplied exclusively with organic and regional products and we will fight food waste.

We are committed to ensuring that everyone can live in a healthy and green environment.

We will plant 1000 new trees every year.

We will renaturalise the Diddelenger Bach and Alzette rivers to combat the risk of flooding.

We will drastically reduce light pollution.

We will maintain an ecological exchange with the businesses and industry established in our municipality.

We aim for the highest standard in the Nature Pact and the Climate Pact.

We will stop the loss of our biodiversity and reverse the trend.

  1. TOGETHER IN GOOD HEALTH

For the well-being and health of all our citizens, it is necessary to have an optimal sports infrastructure and an attractive offer of physical activities for all generations.

We will create new sports facilities, such as a third football field, new gyms and an additional basketball hall.

We will create additional sports facilities.

We will renovate and modernise our sports facilities.

We will introduce the concept of multi-sport in our ”maisons relais”.

We will expand the range of sports for seniors.

We will support the associations financially and materially.

We will build a bike park and a skate park.

We will install charging and service stations for all bicycles as well as charging stations for electric bikes.We will ensure that the cycle paths are safe and family friendly.

We will increase the number of petanque courts.

We will maintain our footpaths and create new walking routes.

  1. PREPARING OUR CHILDREN FOR THE FUTURE

We will offer the same opportunities to all children in the municipality of Bettembourg.

We will improve every child’s chances by offering a parallel French language track in our schools.

We will create new public crèches.

We will expand the school in Noertzange.

We will introduce financial support for ‘diapers’.

We will support children with special needs.

We will offer ‘real’ homework help for primary and secondary school children.

We will offer practical and future-oriented training for children and young people.

We will organise forest classes to promote nature education for children.

We will accompany the transfer of the children between the “maisons relais” and their clubs.

We will introduce the concept of multi-sport in the ”maisons relais”.

We will expand the Pedibus walking routes to accompany children on foot to school.

We will hire officers to help children cross the road safely.
